1) Download the required loader 'ixed.8.3.win' from the SourceGuardian site: https://www.sourceguardian.com/loaders/download.php?php_v=8.3.28&php_ts=0&php_is=8&os_s=Windows+NT&os_r=10.0&os_m=AMD64
2) Install the loader to C:\php83\ext
3) Edit C:\php83\php-cgi-fcgi.ini and add 'extension=ixed.8.3.win' directive
